Purpose
1.1.1 This Statement of Work (SoW) is based on requirements defined by the NATO Support and Procurement Agency’s (NSPA) Customers.
1.1.2 NSPA shall act as procurement authority and will be in charge of the implementation of the project until final financial acceptance for the Lithuanian Armed Forces (LTU) and the Latvian Armed Forces (LVA).
1.2 Scope
1.2.1 This SoW describes the requirements for the provision of deployable-tented accommodation shelters, dining facilities, offices, administrative facilities, warehouse, hangars, and associated equipment & systems for LVA & LTU for the purposes of receiving, staging and subsequent onward movement of military personnel
Definitions
1.3.1 The following definitions and standards apply throughout the SoW:
a. Unless otherwise stated, all units of measurement are metric and temperatures are Celsius.
b. The Contractor shall be responsible for all sub-contractor(s) he may involve in the implementation of this project.
c. Whenever reference is made to a Section or Paragraph, the reference includes all subordinate and referenced paragraphs.
d. The convention to be used for numbers appearing in free text is for a comma to be the thousands separator and a period to be the decimal separator (e.g. 1,365,276.24), and the convention for dates is day-month-year (dd-mm-yyyy).
e. Timelines and Gantt charts shall be built based on calendar days, although the Contractor shall include the necessary considerations of estimated non-working days.
f. “Fit for purpose” – Finished systems shall meet at least the listed requirements and shall be capable of fulfilling the function for which the facilities/equipment were specified.
g. “Commercial off-the-shelf” (COTS) – commercial items, including services, available in the commercial marketplace that can be bought and are ready to used.
h. Special tools – Special tools are defined as tools and equipment not carried as a standard line by the Contractor or another manufacturer, or tools that are not readily available from commercial sources but required for the a specific level of maintenance or operation.
i. Technical drawing - a precise, detailed and scaled drawing in accordance with applicable international norms (i.e. ISO 128, ISO 129, ISO 5455, inter alia). Dimensions of most significant features are mandatory.
j. Shop drawing – a “technical drawing” with full design (100% design), ready for production.
k. Draft – early version of a Preliminary document; rough outlines;
l. Preliminary – In preparation for a full document. A preliminary document already has the main structure, although each section not completely developed.
m. Completed Works - it is expected that all works include all supplementary works and tasks necessary for the normal completion and functioning of every component of the project, even if it is not specifically mentioned.
n. Tent Usable Area. Usable area is measured at one meter above floor level from the internal thermal liners.
2 General Requirements
2.1 Project Objectives
2.1.1 The Contractor shall furnish LVA/LTU with tented facilities together with associated Air Conditioning Units (ACU) and Fuel Fired Heaters (FFH), electrical distribution equipment and furniture where specified, as well as material handling equipment (MHE) and camp equipment in accordance with the requirements in this SoW.
2.1.2 These facilities will be based on three families of tented shelters ranging from two families of small span frame shelters1 providing food preparation, sanitation, office and domestic accommodation facilities through to one family of large span frame shelters providing dining, administration, and warehousing and maintenance/multi-purpose hangar units. The tented structure shall be designed in compliance with Ref 19.
2.1.3 As outlined in the Requirements Summary (Annex A), NSPA shall acquire equipment as follows for LVA:
a. Sixty five (65) lightweight rapidly deployable 50 m2 usable area tented accommodation units.
b. Fourteen (14) heavyweight 30 m2 usable area tents as follows:
i. 5 x Messing Block (MB) tented food preparation/servery tents,
ii. 5 x MB sanitation tents,
iii. 1 x MB office tent,
iv. 2 x Administration Area (AA) office tents,
v. 1 x AA support tent.
c. One (1) heavyweight 160m2 usable area tented structure for a supply support activity Class I warehouse.
d. One (1) heavyweight 220m2 usable area tented structure for a Class IV warehouse.
e. Five (5) heavyweight 300 m2 usable area tented MB dining facilities.
f. One (1) heavyweight 200 m2 usable area for the AA large tent.
g. One (1) rough-terrain forklift truck.
h. 20ft ISO Containers for storing all the equipment outdoors.
i. Electrical distribution cabling, secondary distribution units and heavy-duty cable protectors for road crossings.
2.1.4 As outlined in the Requirements Summary (Annex A), NSPA shall acquire equipment as follows for LTU:
a. Sixty six (66) heavyweight 60 m2 usable area tented accommodation units.
b. Six (6) heavyweight 200 m2 usable area tented maintenance (2 ea) & multi-purpose2 hangars (4 ea).
c. 20ft ISO Containers for storing all the equipment outdoors as an option.
2.1.5 The facilities shall be integral to rapidly deployable reception and staging camps for NATO military forces that may be established over the range of geographic, environmental and climatic conditions typical of the Baltic region.
