Objective and Purpose of the Assignment

The Asian Development Bank (ADB), through the knowledge and support technical assistance project TA9695,
established the Article 6 Support Facility (A6SF) to facilitate implementation of the Paris Agreement.
Funded by ADB, the Government of Germany, and the Swedish Energy Agency, A6SF endeavors to support ADB’s developing member countries (DMCs) in enhancing their capacity to operationalize Article 6 of the Paris
Agreement as an integral part of their national climate policy framework to implement their Nationally
Determined Contributions (NDCs). The A6SF provides technical, capacity building and policy-development
support to DMCs to enhance their capacity and preparedness to participate in post-2020 carbon markets as
envisaged under the framework of Article 6. The A6SF helps DMCs to strengthen their capacity, systems,
and infrastructure for robust accounting of mitigation outcomes to facilitate their participation in new
carbon markets. The A6SF also promotes gaining experience with, learning about and the development of
market-based instruments emerging under the framework of Article 6, through the design and
implementation of pilot mitigation actions. Through A6SF, ADB encourages innovation in the development
of mitigation actions and enhances DMCs’ ability to contribute to international negotiations and
operationalization of Article 6.

The A6SF is providing technical assistance to Viet Nam through policy development and capacity building
support. As part of this support, ADB will help Viet Nam to review its policy framework and develop
recommendations to develop its domestic carbon market and to operationalize Article 6. In this context,
ADB seeks to engage a national Carbon Market Expert - Climate Policy to develop a policy review paper.

Scope of Work

The Carbon Market Expert - Climate Policy will support ADB's Sustainable Development and Climate Change
Department (SDCC) in providing inputs to the development of a legal document on operationalization of
Article 6 and domestic carbon market in Viet Nam. The Consultant is expected to include the following in
the policy review paper:
1. A stock-take of current policies related to climate change mitigation in Viet Nam;
2. A description of key (policy) requirements to operationalize the domestic carbon market in Viet Nam
and to operationalize Article 6 in Viet Nam;
3. Gap analysis of the current legislation/policy; and,
4. Recommendations to develop the domestic carbon market and to operationalize Article 6 in Viet Nam.

Detailed Tasks and/or Expected Output

The Consultant is expected to perform the following tasks:

1. Prepare a draft policy review paper for review by ADB and the Government of Viet Nam;
2. Conduct a stakeholder consultation in collaboration with the Government of Viet Nam;
3. Finalize the policy review paper addressing comments from ADB, the Government of Viet Nam and
relevant stakeholders;
4. Present a summary of the results of the policy review to ADB and the Government of Viet Nam.

Minimum Qualification Requirements

he national Carbon Market Expert - Climate Policy should have:
(i) At least a master’s degree in a field relevant to climate change policy;
(ii) At least 20 years of professional experience, of which at least 15 years in the area of climate
policy;
(iii) Documented understanding of national climate policy issues in Viet Nam or in a developing-country
context;
(iv) Current knowledge on issues related to the operationalization of Article 6 of the Paris Agreement;
and,
(v) Excellent oral and written communication skills in English.
