Assignment Title: 1271984 - Africa Energy Access Flagship Report Off-Grid Solar

ASSIGNMENT DESCRIPTION


The assignment forms part of the Africa Energy Access Flagship which will present a strategic investment roadmap to support Sub-Saharan African (SSA) countries in the path to achieve universal energy access by 2030. This assignment will focus on the off-grid solar standalone sector. Building on existing literature, especially the Global Off Grid Solar Market Trends Report, and acknowledging the vast differences among energy poor countries, the objectives are to (i) assess the current potential of off-grid sector as the driving force in closing the electricity access gap; (ii) critically review current market-based approaches and possible alternatives or variations; (iii) identify opportunities that the off-grid sector could leverage (technologies, financing options, policy trends etc.) and (iv) develop a clear path ahead, including measures the WB, development partners, and Governments should pursue to increase the pace and inclusivity of off-grid electrification.

SUBMISSION REQUIREMENTS

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.


Interested firms are hereby invited to submit expressions of interest.


Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant2 (https://wbgeconsult2.worldbank.org/wbgec/index.html)


NOTES

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.


Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.

Qualification Criteria

  • 1. Provide information showing experience in the off-grid solar standalone sector.
  • 2. Provide information on the technical and managerial capabilities of the firm, including the management of desk research, stakeholder interviews, and promoting innovative thinking.
  • 3. Provide information on the core business and years in business, including any similar reports authored by the firm in the last 5 years.
  • 4. Provide information on the qualification of key staff, including their experience and relevant network in the off-grid solar sector, ability to facilitate workshops, and to think both strategically and creatively.
