Scope of Work The secretariat analyst will primarily support the SIG COVID-19 Stimulus Package Oversight & Implementing Committee (SPOIC) to implement the economic stimulus package. The Committee is composed of Ministry of Finance & Treasury (MOFT), Prime Minister's Office (PMO) and Ministry of Planning and Aid Coordination (MDPAC). The expert will work with: - Staff of the MOFT, MDPAC, PMO, Central Banks of Solomon Islands, other line ministries of SIG, Solomon Islands State Owned Enterprises (SOEs), Solomon Islands Chamber of Commerce, business communities, rural businesses, and farmers; - Staff and other consultants of ADB; and - Development partners in Solomon Islands. Detailed Tasks and/or Expected Output The consultant's main responsibilities will include, but not limited to the tasks listed below. The SPOIC has overall responsibility in implementing the economic stimulus package and ensuring the outcomes intended are delivered, and the impacts can be measured once the crisis is over. This can help form future policy discussions. The following tasks needs to be done, but other requests may also be given. 1. Take minutes of meetings 2. Maintain records 3. Receive proposals, make assessments and compile reports 4. Prepare contracts 5. Participate in conducting awareness 6. Prepare Chairman's report 7. Prepare payment advice 8. Support MCILI with the Price Control & monitoring Regulation project 9. Perform other tasks may be required Minimum Qualification Requirements 1. University degree in economics, law, or related field 2.
