Objective and Purpose of the Assignment The objective of this position is to provide technical support to the Social Safeguards Staff in Asian Development Bank (ADB) - Indonesia Resident Mission (IRM) in ensuring the implementation and monitoring of ADB's Involuntary Resettlement (IR) and Indigenous People (IP) Policy (Social Safeguards), operations manual, related procedures and mandates are following ADB Safeguard Policy Statement (SPS).
Scope of Work The job requires conducting comprehensive review, analysis and monitoring of project compliance and enhancing IR and IP knowledge and implementation in country programming and support the team in developing social safeguards knowledge products and services.
Detailed Tasks and/or Expected Output PROJECT SUPPORT AND MONITORING: 1. Provide support to the ADB social safeguards team in the processing of ADB projects for various sectors: energy, irrigation and water resources, road/transport, urban planning, and any others as per Country Operations Business Plans; 2. Support the IRM social safeguards staff to ensure the project is compliance with requirements of ADB SPS Policy for IR and IP during implementation; 3. Conduct comprehensive analysis and evaluation of social safeguards related project documents at all stages of the project cycle and preparation of regular monitoring tracking for all projects (all sectors); 4. Support social safeguards staff and project staff in complying with ADB SPS on IR and IP through review of resettlement plans/Indigenous People Plan, resettlement frameworks/indigenous people framework, Program Safeguard System assessment, Due Diligence Report on Social Safeguards, project progress reports, and monitoring reports and recommend actions and measures and evaluate compliance of projects during project processing and implementation; 5. Prepare or update social safeguards template to be used for preparation for social safeguards planning or monitoring that including updated internal monitoring template, inventory of loss/detailed measurement survey, screening, official record for meaningful consultations; 6. Participate, as required, in operational missions by compiling relevant safeguards information/data, visiting the project site, interviewing project affected persons and interest group, reviewing the implementation of Resettlement and/or Indigenous People Action Plan following a check list, documenting meetings with the Executing Agency, consultants and affected persons, and providing inputs in the preparation of relevant sections of the back to office reports; 7. Support the safeguards staff for the reporting and required activities for the Technical Assistance activities including use of country safeguard system; 8. Report any issues of non-compliance regularly and suggest mitigation measures; and 9. Any other task related to monitoring and reporting of projects.
KNOWLEDGE MANAGEMENT 1. Develop/prepare quarterly social safeguards monitoring report for IR and IP for ongoing project and project processing; and 2. Assist IRM Social Safeguards staff in the preparation of training materials and conduct of training program particularly for country level stakeholders (especially Resident Mission and Executing Agency/Implementing Agency officials and staff) on social safeguards and preparation of other knowledge products as necessary.
INTERNAL AND EXTERNAL NETWORKING 1. Support social safeguards staff for activities of the Social Safeguards Network and assist in the conduct of Focus Group Discussions and workshops. Keep the network informed of IR and IP safeguards- related issues in the country, policies, guidelines and processes of other multilateral, bilateral financing and other institutions.
OTHERS 1. Perform other duties as may be assigned by the position's immediate supervisor, Specialist and/or Director.
Output/Reporting Requirements: 1. Semi-annual progress reports to be prepared; 2. Presentation materials or reports for knowledge management/capacity building; 3. Social safeguard related inputs for missions and reports for safeguards meetings; and 4. Reviewed social safeguards documents approved or acceptable to ADB.
Minimum Qualification Requirements The specialist should have a postgraduate degree in a relevant social science with at least 8 years’ experience in social safeguards related work especially. It is essential for the specialist to have knowledge of country social safeguards policies and regulatory framework/ legislation as well as that of national and international finance institutions having safeguards such as ADB, World Bank, International Finance Corporation, Japan International Cooperation Agency, on social safeguards and its cross-sectoral application. The specialist should also have extensive knowledge on safeguards with its objectives, scope and triggers, policy principles and social safeguards requirements. An excellent verbal and written communications skill in English is required. Current knowledge of Indonesian legal frameworks for land acquisition and resettlement and as relevant, indigenous peoples and strong interpersonal skills and ability to work effectively in a multi-cultural environment are needed.
