Objective and Purpose of the Assignment

TA 9021-SRI helped define a project preparatory facility for the Colombo Suburban Railway Project
(CSRP), under which feasibility and detailed design studies of the four suburban railway lines are being
prepared. The new activities to be carried out under the TA will support a peer review of ongoing
feasibility and detailed design studies.

The objective of the assignment is to assess the adequacy of station design to cater for the projected
increases in passenger demand and to provide inputs to the national railway safety and security action plan.

Scope of Work

Key tasks include:

(i) collecting ridership data at the major stations of CSRP;
(ii) preparing high level pedestrian models for two major stations–Colombo Fort and Maradana for the base and forecast (2035) years using the current station layouts;
(iii) recommending infrastructure improvements to cater to the forecast increase in demand at Colombo Fort and Maradana stations;
(iv) undertaking pedestrian analysis to assess the adequacy of existing and proposed station designs for
a sample of stations forming the CSRP project, including review of platform lengths, stairs, station entry/exits, and ticket gate capacity;
(v) detailing any required improvements to the designs of the sampled CSRP stations; and
(vi) proposing infrastructure improvements for the preparation of the railway safety and security policy and action plan

Detailed Tasks and/or Expected Output

The consultant will submit the following reports and deliverables, each with high quality:

(i) Draft model for Colombo Fort Station with base and forecast year, within 60 days of commencement of the assignment;
(ii) Draft model for Maradana Station with base and forecast year, within 60 days of commencement of the assignment;
(iii) Draft summary report detailing station infrastructure and standards required to meet the forecast increase in station patronage at the major stations, Colombo Fort and Maradana, within 75 days of commencement of the assignment;
(iv) Draft design guidelines and standards for other sample CSRP stations including concourse areas, platforms, stairs, entry/exit points and ticket gates within 75 days of commencement of the assignment;
(v) Final models of Colombo Fort and Maradana Stations (base and forecast years) and final infrastructure requirements summary report, within 100 days of commencement of the assignment, incorporating all comments and recommendations of reviewers;
(vi) Model simulation videos of Colombo Fort and Maradana Stations within 100 days of commencement of
the assignment; and
(vii) Final design guidelines and standards for other sample CSRP stations, within 100 days of commencement of the assignment and incorporating all comments and recommendations of reviewers.

Minimum Qualification Requirements

The consultant should have a minimum of a master’s degree in civil engineering, computer science,
transportation engineering, or equivalent. Post-graduate qualifications will be preferred. The consultant should have minimum 10 years’ experience in pedestrian modelling, including 5 years in advisory roles.
