Executive Summary
In 29th October 2019, the JPP EB has approved WR to upgrade of Police Training Facility in Jowhar, and to construct new Police Station in Bulo Burto. The scope of the upgrader includes:
• Design and Construction of admin building containing:
2 hard-wall classrooms to fit 50 people each, for a total of 100
1 conference room to fit 15 people
1 commander’s office
1 first aid station
• Design and Construction of Accommodation for the trainers, 5 bedrooms each to fit two persons for 10 persons.
• Design and Construction of a Male dormitory for 80 people

The scope of the construction of the police station in Bulo Burto includes:

Design and construction of:
• Police station.
• Perimeter wall
• Holding Cells, 5 people in each (male, female)
• Toilets with septic tanks
• 10 KVA generator
• 1 Shallow well

Scope of Works

The scope of work for the investigation can be summarized as follows:

Field Work for the geotechnical study

In order to provide the necessary data input for the desk study, a field exploration program will be carried out which mainly includes:

- Six (6) trial holes shall be excavated at designated locations on the proposed site plan of the Jowhar Police Training Facility and four (4) trial holes shall be excavated at designated locations on the proposed site plan of the Bulo Burto Police station. Soil excavations shall be done to a depth of 2.5 meters below the actual ground level and distance between trial pits should not be greater than 50m. - Contractor shall provide method of statement of work on how they intend to execute the work for approval.
- The UNOPS Field Engineer shall be informed if soft soil is still encountered at a depth of 2.5 meters. Excavation shall be continued to the additional depth specified by the Engineer, if required.

- Standard penetration tests to be performed at defined intervals, to cross-check computed bearing capacities.

- Stagger the points of testing into the plot area itself and results to include settlement investigation.

- All field operation to be supervised and directed by a qualified and experienced Geotechnical Engineer. A detailed description of field activities and field test results shall be presented in the report.

- Each trial hole shall be identified numerically or alphabetically and shall have an excavation log in which the date of excavation, time and depth from natural ground, depths of SPT, classification and descriptions of soil strata, as well as other related information are recorded.
- Each trial hole shall be backfilled to specification and approval of the UNOPS field engineer.

Laboratory Testing

A laboratory testing program is to be carried out in order to help classification (USCS ASTM 2487) and to evaluate the engineering and chemical properties of the subsurface soils.

The testing is generally carried out according to ASTM standards where possible. The following paragraphs briefly describe the minimum various tests to be performed:
Index Tests (Identification)
Index tests consisting of specific gravity, moisture content, atterberg limits, bulk and dry density determinations are to be performed on selected disturbed soil samples. The results are to be presented in the report.
Particle Size Distribution (Gradation Curves)
The particle size distribution of selected samples will be performed until #200, 0.075 mm.
Triaxle shear strength test
In order to define stress history and determine the drained strength parameters, the un-drained shear strength, the deformation properties, consolidation test, shear box tests and tri-axial compression tests may be required.
Additional Classification Tests
To complete the study, additional tests may be required as:
- The lime content (CaCO3).
- ph of soil and water samples.
- Chloride & Sulphate content of soil and water samples.
- Swelling pressure and free swell tests.

Site Clearance

After completion of the site works, all temporary installations and constructions of any nature shall be dismantled, removed and evacuated from the site.

General Schedule

1- Mobilization must be maximum one week after contract signature.

2- The total time for report delivery should not exceed 3 weeks.
