Assignment Title: 1266584 - Digital Financial Services and the Digitization of Agricultural Value Chains in Iraq - Market Assessment
IFC would like to hire a firm/consultant to carry out an opportunity sizing/mapping of the financial services sector in Iraq. The firm/consultants output would provide an informative assessment of the financial services available for banked/unbanked individuals as well as farming communities, the key institutions serving these markets, challenges in providing financial services, estimated demand, innovations and likely developments in these areas.
The objective of this study is to perform an in-depth assessment of the current state and potential of digital financial services in Iraq to better understand the opportunities for digitization of financial transactions in the country. This study will additionally provide detailed insights into opportunities for digitization of financial transactions in the agricultural value chains and improving agri-finance.
Specifically, the study will help IFC to:
-- Understand the operating environment of banked and unbanked individuals in Iraq in general;
-- Understand the operating environment of agricultural activities for small holder crop farmers;
-- Map the financial services sectors, including banks, microfinance institutions, payment service providers, digital financial service (DFS) providers and agricultural finance actors;
-- Understand the digital financial services operating environment and the key stakeholders;
-- Understand the demand for digitally enabled financial services with a focus on payments and money transfers in Iraq; and,
-- Ultimately, help IFC identify opportunities and activities to support fostering financial inclusion and enabling digital financial services, particularly for reaching out to the most vulnerable consumer segments (especially women) and for digitizing agricultural value chains.
The assessment will have two phases:
In the first phase, the firm will give an overview of the enabling environment and the supply-side perspective by performing desk research, analyzing secondary data and conducting stakeholder interviews. In the second phase, a demand-side focused survey will be carried out.
The assignment is expected to begin as soon as possible and conclude by mid-June 2020. The firm is expected to start in March 2020.

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
