BACKGROUND AND OBJECTIVES
UNHCR Turkey aims to establish a one (1) year Frame Agreement (extendable for another one (1) year) with a professional video production company for UNHCR's outreach and communication interventions; the videos produced will be aimed at highlighting various activities conducted by UNHCR and/or its partners, and/or in
informing refugees and other key stakeholders of information relating to refugees' rights, obligations and the assistance services provided in Turkey. The videos may be live action or animated, depending on the specific project.
The communication campaigns are to be implemented by UNHCR Turkey, and target audience includes donors, government institutions, humanitarian workers, refugees who arrived in Turkey in need of international protection (including Syria, Afghanistan, Iran, Iraq and Pakistan nationals, amongst others) and the general Turkish public.
The advertising company should have the necessary capacity to carry out the required services bearing in mind the following requirements:
2.1 The vendor must confirm to work according to UNHCR guidelines and rules, including UNHCR's Code of Conduct; the vendor will also ensure that all personnel, including subcontractors and freelancers, comply with these guidelines and rules.
2.2 Any travel required will be subject to UN travel rules and on reimbursement basis. All air transport to/from any destination and hotel accommodation must be pre-approved by UNHCR's contract manager and project manager.
2.3 All production activities shall be well coordinated with the requesting UNHCR unit / project manager.
2.4 The company contract manager/ focal person must be fluent in English as well as the technical staff who works in one-on-one interaction with UNHCR staff to ensure smooth communication.
2.5 All copyrights regarding the content shall belong to UNHCR. A read/write copy of the computer files and raw material (including editable versions) will be delivered to UNHCR in the requested format.
2.6 Vendor is expected to retain full responsibility for the end product, regardless of the involvement of agreed subcontractors/freelancers.
2.7 All agreed to deadlines must be met. UNHCR may impose a penalty if the delivery schedule is not adhered
to. This shall not prejudice UNHCR's general conditions of contract.
2.8 External partners and/or government institutions are natural partners of the daily work of UNHCR. This brings a complexity to the working environment which results in several revision requests during the design phase. The vendor shall acknowledge the working environment of UNHCR and commit to meet the expectations of the external parties as well.
2.9 Minimum functions required to be in the project team: Portfolio Manager / Company focal point and Videographer.
2.10 Previous experience with preparing public awareness campaigns will be an asset.
2.11 Previous experience with the UN organizations, NGOs, government agencies is desired.
3. REQUIRED SERVICES
3.1. VIDEO PRODUCTION SERVICES:
3.1.1. Ensure that professional equipment is used (camera/sound/post-production) and that all digital formats are met, specifically in High Definition (HD), 16:9, with professional recorded sound.
3.1.2. Provide, direct, and supervise suitable video team(s), in particular a videographer/camera operator (or designer/animator for animated videos), editor and producer to produce agreed upon video material in a timely manner.
3.1.3. The videographer/camera operator shall have a minimum experience of three (3) years and the CV of the videographer (or designer/animator for animated videos) shall be provided.
3.1.4. Designated videographer shall have demonstrated experience in conducting interviews.
3.1.5. Designated videographer (or designer/animator for animated videos) shall have high level of creativity and initiative required to achieve the desired outcome.
3.1.6. The vendor agrees to provide raw video files to UNHCR; the video files must be sorted into folders and contain metadata as required.
3.1.7. Demonstrated videography experience in the context of a humanitarian crisis - experience of covering vulnerable groups and persons with specific needs is desired.
3.1.8. The vendor shall produce scripts in requested languages (Arabic, English, Turkish, Farsi, etc.) and provide a professional narration when required. Language proficiency of the voice actor/narrator shall be approved by UNHCR.
3.1.9. Add subtitles to the videos in other languages as requested by UNHCR.
3.1.10. The vendor agrees that post-production shall be done in Ankara if requested by UNHCR.
