Objective and Purpose of the Assignment

Assess and project the status of agriculture, natural resources, and rural development (ANR) sector in

ADB's developing member countries in Southeast Asia (the DMCs) in the short term with the coronavirus

disease (COVID-19) impacts, and in the medium to long term with technology development and stronger

private sector investment, and recommend technical assistance and investment directions and applicable

new business models for ADB's ANR sector operations in Southeast Asia DMCs.

Scope of Work

The resource person will closely work with the International Agricultural Economist to prepare an

insight paper on sustainable and inclusive rural/agricultural transformation in Southeast Asia and how

ADB may prioritize its ANR sector operations in the Southeast Asia DMCs, taking into account the COVID-

19 impacts; critical need of ensuring food security during the health crisis; continued need of rural

development and agriculture commercialization / modernization, and lifting the smallholders up the

ladder to be more competitive; private sector investments and how ADB can leverage private financing;

new technologies; and other factor such as climate change, rural-urban linkage, etc. The resource person

will present and discuss the insight paper with the hiring division, and improve and finalize it with

further stakeholder consultations.

Detailed Tasks and/or Expected Output

Under the supervision of the Director, SEER and designated staff, the resource person will produce an

insight paper. Specific tasks will include, but not limited:

i) To assess the DMCs' ANR sector (including secondary and tertiary industries dealing with

agricultural/food products) performance (value added, growth, employment, contribution to the overall

economy) with particular focus on impacts of COVID-19 on the sector, and in the medium and longer terms

impacts of technology, climate change, private sector and other factors;

ii) To assess the DMCs' response measures related to ANR sector and food security for the COVID 19

pandemic and for the economic recovery, and longer term development strategy to transform the ANR sector

to be competitive and inclusive;

iii) To assess key constraints and opportunities of ANR sector performance in a long term and an

immediate and medium term due to COVID-19;

iv) To assess how SEER should prioritize its operations to help the DMCs' address the constraints and

capitalize on the opportunities;

v) To recommend priority areas and modality of interventions (policy, institutional, investment) for

SEER's strategies and programs for the period of 2023-2030;

vi) To prepare an insight paper covering items i) to v) and present it at meetings as requested; and

vii) To incorporate outputs of the meetings as minutes and finalize insight paper.

Minimum Qualification Requirements

Should have a graduate degree in agriculture, agricultural economics, economics, or other relevant

field, and more than 10 years of working research experience on agricultural sector in the DMCs.

Research experience at the regional level (not individual country level) is an advantage.
