ASSIGNMENT DESCRIPTION

The objective is to support the Bank in conducting a review of Rwanda's agricultural subsidy programs and propose recommendations and options based on assessment of alternative models that promote increased efficiency and effective. This helps the Bank assess MINAGRI's progress in delivering against the targets of its 4th Strategic Plan for Agriculture Transformation (PSTA 4).

PSTA 4 (2018-24) seeks the transformation of Rwandan agriculture 'from a subsistence sector to a knowledge-based value creating sector, that contributes to the national economy and ensures food and nutrition security in a sustainable and resilient manner'.

PSTA 4 is supported through a second Program for Results (PforR-2) in agriculture (US$ 171 million), through contributions from the World Bank, the United Kingdom's Foreign, Commonwealth & Development Office (FCDO), the Netherlands - Ministry of Foreign Trade and Development Cooperation, and Enabel, the Belgian Development Agency.

SUBMISSION REQUIREMENTS

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

NOTES

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
