Malaysia is one of the five founding members of the Association of Southeast Asian Nations and co-founded the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) and the Indonesia-Malaysia- Thailand Growth Triangle (IMT-GT) more than 25 years ago. Malaysia intends to reinforce its commitment to RCI into its 12th Malaysia Plan. This marks the first time that RCI will be formally recognized as a modality for development. The subregional programs have fittingly been chosen to support the development of an RCI project pipeline to be coordinated by the Economic Planning Unit (EPU), Malaysia's planning agency that oversees the BIMP-EAGA, IMT-GT, and the Joint Development Strategy (JDS) between Malaysia and Thailand. An RCI project pipeline is envisioned to increase investment opportunities for the private sector. The identification of RCI projects will also strengthen the coordination and operationalization of subregional programs and in doing so, improve capacities in project development and in attracting foreign and domestic direct investments. Scope of Work To identify catalytic bottom-up PPP projects for implementation under the IMT-GT Vision 2036, BIMP-EAGA Vision 2025 and Second JDS Action Plan; and (ii) prepare and design a high-level regional investment conference including the identification of prominent speakers in the region. Detailed Tasks and/or Expected Output (i) Consult and work closely with EPU in roundtable discussions in identifying and developing project proposals, specifically PPP with: (a) Private companies, including government-linked companies, state economic development corporation, business councils, trade associations, professional bodies; (b) corridor authorities; and (c) federal and state economic planning units and their respective BOIs and IDAs. (ii) present initial compilation of project proposals to the Malaysia National Secretariat based at the Economic Planning Unit, Putrajaya, Malaysia; (iii) Conduct a workshop for EPU and related federal employees on the importance investment awareness for project implementation; (iv) Assist in the preparation of a compendium capturing best practices of the States' and Provinces' BOIs and IDAs; and (v) Conduct of work closely with TASU for SERC, ADB; the Malaysian National Secretariat (NS) of BIMP- EAGA, IMT-GT and JDS Minimum Qualification Requirements Post-graduate in economics, development management, with work experience in investments analysis and foreign direct investment strategies and outreach gained at the federal or state level planning agencies or agencies; with at least 10 years of experience Minimum General Experience: 7 Years Minimum Specific Experience (relevant to assignment): 7 Years Regional/Country Experience: Required Schedule and Places of Assignment (chronological and inclusive of travel)Schedule TypeIntermittent Max.
