Objective and Purpose of the Assignment

The Office of Information and Technology’s (OIST) Digital Transformation strategy aims to speed up
innovation in ADB through sandbox experimentation. In support of this vision, Business Relationships and
IT Strategy Division (OIRS) requires the services of Emerging Technology Engineer to assist OIRS in
handling the design and development of AI initiatives thru the Digital Sandbox Program.

Scope of Work

The Junior Emerging Technology Engineer will report to the Senior IT Specialist (Digital Products Lead).

The expected tasks to be performed by the Emerging Technology Engineer (Machine Learning and AI) are,
but not limited to, the following:
- Act as the subject-matter-expert (SME) in the domain of data science and machine learning as aligned
with the objectives of Digital Innovation Sandbox program
- Participate in the design, execution and delivery of exploratory concepts, rapid prototypes, and pilot
solutions. These are designed to test hypothesis and incubate transformative new capabilities by
applying natural language processing, machine learning, robotic process automation and data science
- Handle creating proof of concepts to help the business or stakeholders recognize the feasibility of an
automated solution
- Participate in building enterprise-grade technology stack with other divisions/ departments and be
responsible for all aspects of the solution – data pipelines, model generation, training and inference
engines
- Help build an internal AI capability for OIRS, including coaching and mentoring existing talent or
team members
- Contribute on artificial intelligence, machine learning and data science related best practices and
industry standards
- Work closely with various teams in OIRS, across various OIST divisions and other cross functional
teams in all phases of sandbox innovation process
- Assist in preparing the required documentation for AI sandbox initiative

Detailed Tasks and/or Expected Output

The Software Engineer will report to the Senior IT Specialist (Digital Products Lead).

but not limited to, the following:

Minimum Qualification Requirements

The selected resource should have the following qualifications:
- Bachelor’s Degree in a quantitative field (e.g. Statistics, Mathematics, Computer Science, Engineering
or related disciplines)
- Total of 5 years or more working experience, in which 3 years is working experience in AI
- Preferably at least one (1) year of experience working in an Agile/ Scrum environment

Technical Knowledge and Skills:
- Experience in Data Analysis and Machine Learning (preferably over 5 years in a similar role)
- Fluent in scripting languages like Python or R, and SQL.
- Looking forward to solving data-related problems and puzzles
- Being able to find insights in data without knowing what you are looking for
- Being ready to deliver the whole project from beginning to end: performing descriptive analysis, data
cleaning and transformation, generating hypotheses, testing them, training a model, building it into
production.
- Working knowledge in the areas of Natural Language Processing (NLP) and Natural Language Understanding
(NLU)
- Understanding of the nature of multilateral development banks, its basic operations, services, and
project lifecycle;
