Objective and Purpose of the Assignment 1. The Asian Development Bank (ADB) is providing knowledge and support technical assistance (KSTA) to the Republic of Indonesia to provide knowledge, capacity building and policy advisory support for innovative infrastructure financing approaches and infrastructure planning. The KSTA includes support for annual strategic sector planning and delivery, and implementation of water security program during 2020–2024.
2. The National Development Planning Agency (BAPPENAS) has identified seven quick win programs in water resources development in order to address the water security issues and face the challenges in the water sector. The quick win program consists of: (i) Water Security Plan; (ii) Smart Water Management; (iii) Water for Food Security and Nutrition; (iv) Multipurpose Storage of Water, Food, Flood and Energy; (v) North Java Integrated Coastal Development; (vi) Green Infrastructure; and (vii) Disaster Resilient Infrastructure.
3. The KSTA provide support to the Directorate General of Water Resources (DGWR) in (i) updating the strategic sector plan (RENSTRA) and improving delivery and implementation of water security program, (ii) advancing the preparation of ADB-funded investments in the sector including recommendations on further studies, surveys, and strategic planning, and (iii) review quality, technical soundness, and bankability of feasibility studies prepared under Loan 3455-INO: Accelerating Infrastructure through Better Engineering Service Project for downstream financing under ADB projects, including the proposed Enhanced Water Security Investment Project.
Scope of Work The services will provide support Directorate General of Water Resources (DGWR) to ensure quality and technical soundness of feasibility studies for water resources infrastructure for ADB's downstream financing.
Detailed Tasks and/or Expected Output (i) Support the review of feasibility studies and engineering design for infrastructure subprojects prepared under the ESP; (ii) In consultation with proposed implementing agencies, prepare (a) detailed activities, logical frameworks and cost estimates for project components, (b) detailed implementation plans, (c) component profiles, and (d) terms of reference for consulting services and procurement packages; (iii) Update as required the loan readiness documentation in close coordination with the Directorate of Planning and Programming, Directorate General of Water Human Settlements (DGHS), and the Directorate of Multilateral Funding, BAPPENAS; and (iv) Contribute to the preparation of the linked documents.
The consultant will prepare the following reports, in addition to any necessary working papers or reports required for the preparation of the proposed investment projects: (i) Using comments matrix, provide inputs to review of water supply feasibility studies prepared under L3455-INO: Accelerating Infrastructure through Better Engineering Service Project; (ii) Working Group materials and discussion and technical notes as required; (iii) Component profiles for all EWSIP financed interventions in Directorate General Human Settlements; and (iv) Contribute to the preparation of the ADB linked documents for EWSIP and Government of Indonesia Loan readiness documentation.
Minimum Qualification Requirements The consultant must have at least 10 years of experience in designing and supervising water infrastructure works, and a master’s degree or equivalent in civil engineering. The consultant must have a robust knowledge base on asset management, operation and maintenance using information systems. Knowledge of the government planning cycle, procurement procedures and financial management mechanisms is essential. The specialist must have strong interpersonal and communication skills, fluent in written and spoken English, and have proven ability in report writing for professional purposes
