Objective and Purpose of the Assignment

The proposed knowledge and technical assistance (TA) will support ADB’s mandate to promote regional
cooperation and integration (RCI) by maintaining and improving the ADB Asia-Pacific Regional Cooperation
and Integration Index (ARCII). The TA also aims to utilize ARCII to provide evidence-based, in-depth
analysis of the impact of RCI for sustainable development, and promote its use by ADB developing member
countries (DMCs) and at ADB for RCI-related policy and investment planning. To strengthen the ARCII as
a tool for evaluating RCI progress, the TA will review and improve the ARCII methodology and database in
collaboration with international experts and other international organizations and UN agencies, provide
support for the RCI Thematic Group (RCI-TG) and RCI-related operations of ADB, and produce evidence-
based research on RCI-related issues using the ARCII.

The TA will improve the ARCII and its methodology by closing data gaps and evaluating other indicators
for inclusion in ARCII. It will also update the ARCII estimates annually and do the same for benchmark
indexes of comparable regions such as Africa, the European Union, and Latin America. The TA will
provide knowledge support using the ARCII estimates catering to ADB’s RCI operations and subregional
cooperation programs such as the Central Asia Regional Economic Cooperation (CAREC), Greater Mekong
Subregion (GMS), and South Asia Subregional Economic Cooperation (SASEC). Knowledge support and capacity building activities for research institutes and ADB’s operational departments will also be provided,
with the intention of adopting ARCII for the ADB-supported subregional initiatives. Reports and analyses
of these indexes will be produced in collaboration with relevant ADB departments and units.

To provide solid empirical and analytical research on RCI, the TA will commission research papers using
the ARCII data. The specific topics for research will be based on consultation with DMC policy makers
and ADB operational departments, including those leading the ADB-initiated subregional programs. The
papers may be published as separate policy briefs or working papers and will serve as inputs to a report
on the improved ARCII estimates. The ARCII report will be launched in coordination with a reputable
regional research or international organization. The TA will also organize seminars to promote the
ARCII, disseminate research findings, and gather comments for the study’s refinement and improvement.

Scope of Work

The national consultant will assist in the updating and maintaining the ARCII database and estimates,
undertake analytical work to improve the ARCII estimates, and conduct empirical research using the ARCII
estimates. The candidate is expected to have strong analytical and quantitative skills. Programming
skills and experience are a plus. The assignment will be initially for a period of three months, with
possibility of further extension on satisfactory performance.

Detailed Tasks and/or Expected Output

Under the supervision of the project leader and/or other TA members, the expert will:
(i) Gather and process data for the estimation of ARCII and globalization indexes;
(ii) Organize and automate the updating of the ARCII and globalization openness index databases;
(iii) Assist in the preparation of technical notes or user guide on the estimation of ARCII and
globalization indexes;
(iv) Conduct analytical and empirical research using the ARCII estimates, including data gathering and
processing, econometric analysis, and preparation of draft;
(v) Assist in the production of publications and papers under the TA, including drafting of write ups on
assigned sections of research papers;
(vi) Prepare presentation materials;
(vii) Draft summary proceedings of seminars, workshops, and meetings; and
(viii) Perform other related tasks as may be required.

The contract is subject to performance evaluation review, conducted at midpoint or annually, whichever
comes first. The review shall be based on achievement of assignment specific outputs on time and on
budget. Any changes in stated outputs need to be approved by ADB. ADB reserves the right to terminate
the contract (i) if outputs are not achieved on time and at quality level acceptable to ADB; ( ii)
services are no longer required; or (iii) for any other reasons in the interest of the project. Pre-
termination of the contract is subject to 2-week notice.

Minimum Qualification Requirements

Preferably with at least 4 years of relevant work experience, the expert should have extensive knowledge
of economic databases, strong analytical skills and proficiency in the use of statistical applications
such as Stata and Eviews, statistical software programming (such as R) and econometric modeling and
analysis. Research experience on composite index construction and a master’s degree in economics,
statistics, or related field would be an advantage.
