Objective and Purpose of the Assignment

The consultant will support the Asian Development Bank (ADB) team to prepare ADB's Project Completion

Report (PCR) for the subject project in the format prescribed by ADB's Project Administration

Instructions (PAI) 6.07A.

Scope of Work

The scope of consulting services will include, but not limited to, the following:

(i) join the PCR review mission as a team/mission member for data collection and verification,

documenting lessons learned from the project, identifying remaining issues, key findings from an

analysis of project inputs, activities, implementation and financial arrangements, costs, outputs, and

outcomes in accordance with PAI 6.07A;

(ii) assess the efficiency of the investment (wherever possible, by using indicators such as, economic

internal rate of return, cost-effectiveness measures, and process efficiency to define how resources

were economically converted to results) for preparing relevant parts of the PCR including but not

limited to Chapter III, Part C (Efficiency in achieving outcome and outputs);

(iii) prepare project cost and financing plan to complete Chapter II, Part C (Project costs) of the PCR;

(iv) finalize the whole PCR including but not limited to Parts C of Chapters II and III of PCR for ADB's

interdepartmental reviews and comments; and

(v) fully support to duly incorporate ADB's interdepartmental comments and suggestions to the circulated


Detailed Tasks and/or Expected Output

PCR should be prepared according to the PAI 6.07A, which is PCR for Sovereign Operations.

The aim of this assignment is to: (i) assess the performance of the project using the criteria of

relevance, effectiveness, efficiency, sustainability and impact, (ii) determine the overall performance

rating, (iii) identify remaining issues and lessons that should be taken into account in future

operations, and (iv) provide recommendations to improve the results from the project.

The consultant`s specific tasks will include, but not be limited to the following:

(i) conduct independent evaluation on assigned related services;

(ii) provide a concise description and history of the project from identification to completion;

(iii) evaluate the project processing, the project design, and its changes, both by the Recipient and

ADB in relation to ADB's country strategy and program;

(iv) evaluate project outputs, costs, disbursements, schedules, and clarify any deviations, its reasons,

and its impacts;

(v) assess the adequacy of preparation, design, implementation arrangements, and due diligence,

including how problems were identified and handled, whether they were foreseen as potential risks at

appraisal and the effectiveness of measures to resolve them and to achieve the project purpose, by the

Recipient, the EA, and ADB;

(vi) evaluate the performance of the Recipient, executing agency (EA), implementing agencies (IA), and

ADB in complying with ADB's guidelines, policies, practices, procedures, and grant covenants, and assess

any impacts and necessary actions on partial or non-complied issues;

(vii) evaluate relevance of project design at appraisal and at completion, effectiveness in achieving

outcomes and attribution to the project by assessing achievements of output targets, efficiency in

delivering outputs and outcomes, and likelihood of achieving the outputs and outcomes;

(viii) assess the performance of consultants, contractors, and suppliers with respect to services,

procurement, supply, delivery, construction and installation;

(ix) assess the performance of the Recipient, the EA, and ADB in managing and implementing the project;

(x) assess whether the immediate development objective has been achieved and the likelihood of attaining

long-term development goal;

(xi) reevaluate the economic performance (both financial and economic rates of return) of the project at

its initial stage of operation and compare with the qualified indicators in the logical framework and


(xii) provide reliable EIRR by (a) reflecting implementation delays in cost-benefit streams; (b)

properly using economic/financial value; and (c) reflecting cost overruns;

(xiii) prepare detailed project costs and financing structure by explaining significant overruns or


(xiv) provide cost and benefit analysis of the Project, amenability, and alternative measures of


(xv) break down the benefits into incremental and non-incremental benefits, and value the incremental

benefits at the users` willingness to pay and the non-incremental at resource cost savings;

(xvi) assess future operation, and provide any follow-up actions or maintenance schedules to ensure

sustainability of the project;

(xvii) assess significant environmental and poverty reduction impacts (e.g. distribution and poverty

impact analysis) of the project, and evaluate the implementation and effectiveness of any environmental

control measures, resettlement plans, and poverty reduction measures;

(xviii) analyze the performance monitoring and evaluation system established for the project, and

provide an overall performance rating in accordance with guidelines of the Independent Evaluation


(xix) make recommendations—based on the evaluation and lessons learned—for future project/program design

and implementation as well as improvements in the ADB's related operations, policies, procedures and


(xx) provide other research and support for finalization of relevant parts of PCR as may be requested by

the team leader;

(xxi) provide professional translation of final PCR from English to Russian with support of external

freelance interpreter/translator;

(xxii) Assist ADB's team and provide inputs related to the PCR as required.

Expected Output:

(i) First draft PCR within 20 days after commencement of the consultancy services contract;

(ii) Finalized draft PCR in the ADB required format ready for interdepartmental comments within 40 days

after commencement of contract;

(iii) Final PCR report with consideration of interdepartmental comments (the date will be further

clarified, but not later than 30 April 2021);

(iv) Final PCR translated into Russian language no later than 10 May 2021.

Minimum Qualification Requirements

Master's degree or equivalent in engineering, economics, finance and related field;

Minimum General Experience: 10 years;

Minimum Specific Experience (relevant to assignment): At least 2 similar assignments (preparation of PCR

in ADB-required format) completed in the past 10 years

Advanced knowledge of economic and financial evaluation: Preferable (Desired)

Previous experience in other international organizations: Preferable (Desired)

Excellent oral and written communication skills in English: Mandatory

Regional/Country Experience: Preferable (Desired)

Minimum General Experience: 10 Years

Minimum Specific Experience (relevant to assignment): 5 Years
