The Department of Transportation (DOTr) is mandated to establish a railway network system. Currently DOTr has 11 railway projects. DOTr is planning to establish 9 Project Management Offices (PMO) to implement these projects. The PMO for the Philippine National Railways (PNR) North South Commuter Rail projects (NSCR) are the priority projects which will share one PMO.
2. The PNR NSCR Project is among several projects reconstructing the Luzon Railway system. The Luzon Railway system will allow for the transportation of both passengers and freight throughout the main island of Luzon. The NSCR is expected to be financed through the Japan Official Development Assistance (ODA) and the Asian Development Bank (ADB).
3. Description of the NSCR: The NSCR involves around 149-kilometers of commuter railway from Clark City to Calamba, Laguna. It will utilize, as much as possible, the existing right-of-way. The NSCR is a double-track electrified railway system with primarily elevated tracks. The NSCR is committed for partial completion by 2022 and full completion by 2024. The project encompasses all tasks required for the commissioning of the railway system, including land acquisition and resettlement, civil works, power supply, signaling, rolling stocks, depts, operation management system, etc. Following successful commissioning, the delivery PMO will be replaced by operating rail arrangements, which are not part of the scope of this TOR. Personnel appointed to the PMO will be appointed for the duration of the PMO, or for the time of their engagement necessary to the project.
4. Draft PMO Structure: A draft PMO structure will be shared with the consultants after contract signing. The PMO should comprise of the following summarized functions, at a minimum:
• Permanent Way - corridor/track design and construction, signaling and communications, power; • Right of Way expertise; • Design and Architecture; • Public Relations; • Social Safeguards, including resettlement of project affected people; • Environmental Safeguards; • Overall Project Construction and Delivery expertise; • Contract Management; • Rolling stock design, construction, delivery, implementation and operations integration expertise; • Station, Yard, Maintenance Facilities and Integration expertise; • Transit Oriented Developments; • Administration; • Project Management; • Passenger systems integration and freight transport knowledge and experience, including the integration elements thereof; • Knowledge Transfer (including training) – and implementation thereof; • Cost, budgeting, accounting, scheduling expertise.
Objective:
5. Based on the above background, one international consultant and five national consultants are required to support DOTr in establishing the PMO for PNR NSCR. The aim of the team of consultants is to prepare the required supporting documents consistent within existing guidelines as required (and/or requested by DBM) or the other agencies to affect a successful recruitment immediately thereafter. The consulting services shall be implemented over 8 months on an intermittent basis.
Consultants Required:
6. Six individual consultants will be recruited to implement this work: one (1) Railway project management specialist, one (1) senior human resource expert, and four (4) human resource experts. The consultants will have a team leader, and be expected to act as a team, not separate individuals. Scope of Work The human resource experts together with the Senior human resource expert will contribute to the required inputs.
The consultant will:
(i) Familiarize him/herself with the NSCR projects;
(ii) Prepare the PMO structure. Detailed Tasks and/or Expected Output The consultant will:
(i) Familiarize him/herself with the NSCR projects;
(ii) Prepare the PMO structure, including but not limited to:
a. Positions necessary and justification thereof to meet the project outcome, b. Detailed role descriptions for each position identified, c. Duration periods for each the required positions (i.e. not all positions will be necessary to be retained throughout the entire PMO life), d. Level (remuneration) of all positions, e. Cost and budgeting of supporting facilities and equipment to meet project objectives, f. Determine the minimum qualifications and experience required for each position, g. Recommended supervisory and delegation tasks to be assigned for each position and an overall diagram (with justification) for the proposed supervisory/delegation hierarchy. Delegations should also include expenditure and other responsibilities.
(iii) The above work is required to be in accordance with the Philippine government guidelines on position classification and salary grade; including but not limited to job description, required qualifications (training, skills, education and experience) for each position based on the Department of Budget and Management (DBM) and/or Civil Service Commission guidelines. This should be undertaken on a prioritized basis with those immediately required positions being completed first. Minimum Qualification Requirements Bachelor’s degree in a relevant field. At least 10 years of general experience and the last 7 years of experience in HR is required. Experience in working in HR for the Philippine Government and/or within a government transport department is preferable. A mixture of experience will be highly regarded.
