Objective and Purpose of the Assignment

The Independent Evaluation Department (IED) is conducting several corporate evaluation (CE); sector

assessment evaluation reports (SAPE); topical and

synthesis paper; and project performance evaluation report (PPERs). These reports form part of the

yearly departmental work plan deliverables.


It is proposed to engage a consultant with private sector and financial background and demonstrated

background in other sectors (Finance, Energy, Transport,

Urban).


Scope of Work

Provide analytical support and assist IESP sector teams with focus on private sector and finance team in

the technical and administrative aspects of evaluating non-sovereign operations (project, corporate, and

thematic-level evaluations, validation of extended annual review reports). Contribute in the yearly

Annual Evaluation Review report, with focus on non-sovereign operations. Support the more challenging

and strategic evaluation reports in sovereign operations, as appropriate.


The consultant will provide inputs to the teams, helping acquire up-to-date information related to

sector issues, analyze and provide assessments.

The assignment requires continuous inputs for 60 days.


Detailed Tasks and/or Expected Output

The detailed tasks of the national consultant shall include the following:

(i) Provide analytical support and assist IESP teams through desk reviews, data gathering, and

portfolio analytics;

(ii) Carry out economic and financial analysis;

(iii) Collect data and assist in the review of relevant projects, including current procedures,

strategies, policies, and guidelines;

(iv) Gather and process data, prepare statistical tables, charts, and other forms of illustration as

may be needed;

(v) Review relevant documents and data related to the evaluation, including ADB reports, government

plans, policies, regulations, sector

statistics, etc.;

(vi) Perform other tasks that may be assigned by the team leaders.


The consultant will report directly to the Team Leaders and work closely with the IED teams. The

consultant shall submit data analysis

(spreadsheets), preliminary assessments drafts, and reports on dates as agreed with the Team Leaders.


Minimum Qualification Requirements

Consultant should have experience in applied research, good analytical and writing skills, and excellent

computer skills with sound knowledge of

electronic databases and statistical analysis. She/he should also have good interpersonal skills and the

ability to work independently and accurately as well as good English writing skills. Familiarity with

the nonsovereign orientation of ADB operations is highly valuable for the engagement. Evaluation

experience is also highly preferred.


Minimum General Experience: 10 Years

Minimum Specific Experience (relevant to assignment): 7 Years
